The paper was published in early April and was written by Irina K. romanovskaya. Romanovskaya believes that migrating extraterrestrial civilizations (or etc) may have experienced planetary destruction events, such as the death of their stars. Therefore, they may use the "rogue" planet as a living, organic spacecraft to travel in the universe.
The premise of this idea is that Star Trek needs technology that can exceed the speed of light. Or, if this is not possible, a spacecraft large enough to allow generations to spend their lives in transit. Neither of these options will be possible in the coming centuries, especially given how limited our space technology is today.
In general, this paper is more to help find extraterrestrial life, but the proposition may involve some amazing things.
Of course, the use of rogue planets for Star Trek, in addition to finding them, there is another problem. First, humans need to be able to reach them. The upcoming moon mission, and even the Mars mission planned for the 2030's, can help mankind prepare for this.
